To fix Outlook stuck in Working Offline mode, select Send/Receive > Work Offline in classic Outlook for Windows to turn the setting off. Check that Working Offline disappears from the status bar. If it stays there, repeat the toggle and check the status again.

These steps apply to classic Outlook for Microsoft 365 and Outlook 2024 for Windows. New Outlook and Outlook for Mac use different controls. The Windows network and installation repair steps use Windows 11 menus.

The short version

  • Start with the toggle: In classic Outlook, select Send/Receive > Work Offline and check the status bar.
  • Check the connection: Restore internet access before trying to synchronize messages.
  • Compare with webmail: Test sending and receiving through your provider’s webmail to narrow down the problem.
  • Repair only if needed: If the connection works but classic Outlook remains stuck, try its diagnostics and account repair.

Turn off Work Offline in classic Outlook

Open the Send/Receive tab and look at Work Offline. A highlighted button means offline mode is enabled, so select it to turn that mode off. Confirm that Working Offline disappears from the status bar, repeating the toggle if needed.

Once Outlook is connected again, press F9 or Ctrl + M to check for messages. These shortcuts start synchronization; they do not switch off Work Offline. If toggling the button still leaves Outlook offline, check the connection before repairing the account.

Restore a missing Work Offline control

If Work Offline is missing in classic Outlook with an Exchange account, open File > Account Settings > Account Settings. Select the Exchange or Microsoft 365 account, then select Change. Under Offline Settings, check Use Cached Exchange Mode and restart Outlook.

Some versions label the checkbox Use Cached Exchange Mode to download email to an Outlook data file. This setting applies to Exchange accounts in classic Outlook, not POP or IMAP accounts or new Outlook; Outlook.com caching cannot be changed. Microsoft recommends keeping caching enabled.

If offline controls are unavailable or managed on a work or school account, ask IT to review the offline and synchronization policies. In new Outlook, permission to store offline files is also managed through organizational policy. Changing that permission does not reconnect a disconnected mailbox.

Use the right controls in new Outlook or on Mac

New Outlook for Windows synchronizes automatically when its internet connection returns. Its Settings > General > Offline page contains Enable offline email, calendar, and people, which controls offline access. Restore connectivity first instead of treating that cache control as a way to force the account online.

In Outlook for Microsoft 365 for Mac or Outlook 2024 for Mac, open the Outlook menu and uncheck Work Offline when that command is present. If your interface does not contain it, continue with the connection and webmail checks. Those checks help establish whether the problem extends beyond Outlook.

If you use legacy Outlook for Mac with Exchange Online, turn off Legacy Outlook using its switch. If the switch is absent, open Help > Check for Updates and install the newer version. Microsoft says legacy Outlook stops working with Exchange Online starting October 2026.

Restore your internet connection

On Windows 11, open Settings > Network & internet > Wi-Fi and turn on Wi-Fi. On Windows 11, open Settings > Network & Internet > Airplane mode and turn off Airplane mode. If the connection still fails, try another available frequency band or restart your modem or router.

On a Mac, open the Wi-Fi menu in the menu bar and choose a working network. Enter its password when requested. Alternatively, connect the Mac to the router with Ethernet, using an adapter if needed.

For persistent Windows 11 connection failures, run the Network and Internet troubleshooter in Get Help. Follow its findings before returning to Outlook. Use network troubleshooting when internet access itself is failing.

Test webmail and refresh your sign-in

Sign in to your email provider’s webmail and test sending and receiving. For a Microsoft mailbox, open the Outlook product page and select Sign in. Sign in only through Microsoft’s own app or website, and never share a code, password, or remote access with someone who contacts you.

If webmail works, use it temporarily while you troubleshoot Outlook. If webmail also fails, contact your email provider. For an Outlook.com mailbox, check Microsoft’s Service Health Status page for an incident affecting consumer products; for a work or school mailbox, ask your administrator to check the organization’s service health.

In new Outlook, select the affected email account name, select Continue, and sign in with the current password. This addresses an account that needs authentication. If webmail works but Outlook still cannot exchange messages, continue with the fixes for your version.

Update classic Outlook and run diagnostics

In classic Outlook for Windows, open File > Office Account > Update Options > Update Now. If needed, select Enable Updates first. Your organization’s administrator may control updates, so contact IT if those controls are managed.

For a continuing connection failure, open Microsoft’s Classic Outlook troubleshooters page and select Start under Classic Outlook connectivity troubleshooter. Select Open and follow Get Help on the same Windows PC that runs Outlook. These troubleshooters require Windows 10 or later and apply to classic Outlook, not new Outlook.

For authentication problems, open Get Help and search for Outlook password problem. For a broader investigation, select Start under Classic Outlook advanced diagnostics troubleshooter on the same troubleshooting page, select Open, and follow the prompts. The corresponding Get Help troubleshooters replace the former standalone Microsoft Support and Recovery Assistant.

Repair the account or create a new profile

In classic Outlook for Microsoft 365 or Outlook 2024, open File > Account Settings > Account Settings > Email. Select the affected account, then select Repair. Complete the wizard and restart Outlook.

The Repair option depends on the account type. If it is unavailable, or the repair does not resolve the connection problem, create a fresh classic Outlook profile. Keep the old profile until its data is accounted for.

Hold Shift while starting classic Outlook to open the profile picker. Select Options > New, enter a profile name, and select OK. Add your email account, then restart Outlook and choose the new profile.

Fix an Outlook app that freezes or fails to refresh

For new Outlook for Windows that is frozen or failing to refresh, right-click Start and select Task Manager. Select Microsoft Outlook, choose End task, and reopen Outlook. Use this step when the app is unresponsive or is not refreshing.

For classic Outlook that hangs or shows signs of add-in interference, start it in safe mode. Press Windows + R and enter the following command.

outlook.exe /safe

Select OK to run the command. If prompted, choose your profile and select OK.

If Outlook works in safe mode, open File > Options > Add-ins, select COM Add-ins, and select Go. Uncheck the installed add-ins, select OK, and restart Outlook. Re-enable the add-ins individually to identify which one causes the problem.

If classic Outlook continues malfunctioning, close your Office apps. On Windows 11, right-click Start, select Installed apps, find Microsoft 365 or Office, open its ellipsis menu, and select Modify. For a Click-to-Run installation, try Quick Repair and select Repair, then try Online Repair and select Repair if needed. This repairs the Office suite, not just Outlook.

Check sending problems that remain after reconnecting

In classic Outlook, open Outbox and inspect the oldest stuck message for oversized attachments. Removing an attachment removes that file from the outgoing message. Remove oversized attachments, replace them with smaller files or links, and send again after connectivity returns.

For a POP or IMAP account on Mac that still cannot send, open Tools > Accounts and select the account. Under Outgoing server, select More Options, choose the authentication type your provider requires, and enter its credentials. This path applies to accounts exposing those controls; if your internet provider blocks SMTP connections, request an appropriate alternative server from the provider.

If those controls are missing or a connection problem remains unresolved in current Outlook for Mac, use the support route for your account. For a personal Microsoft account, open Help > Contact Support; for a work or school account, contact your organization’s help desk. You can also submit a problem report through Help > Feedback > Report a Problem.

Frequently Asked Questions

Does Work Offline affect just the account currently selected?

No. In classic Outlook for Microsoft 365 and Outlook 2024 for Windows, Work Offline affects every account in the profile. Switching to another account within that profile does not isolate the setting.

How can you synchronize only the current Outlook folder?

In classic Outlook for Microsoft 365 or Outlook 2024 for Windows, press Shift + F9 to synchronize the current folder. This starts synchronization but does not turn off Work Offline.

What if your email provider requires an app password?

Generate the app password on your email provider’s website, then enter it when Outlook requests the account password. This applies to providers requiring app passwords in new Outlook and compatible classic Outlook accounts.

Can antivirus email scanning cause a connection problem?

Yes, antivirus email-scanning integration can block classic Outlook. Contact the antivirus vendor’s help desk and follow its remediation instructions if that integration is responsible.

Should you delete an OST file to fix Working Offline?

OST recreation is a conditional repair for classic Outlook for Microsoft 365 with an Exchange mailbox and confirmed OST corruption. Deleting the affected cache can lose unsynchronized items, so safeguard them before that repair and do not substitute a PST file. Use this repair only for the confirmed corruption condition.
