Microsoft notes the Windows 11 media creation tool only builds installation media for x64 processors, not Arm-based PCs, so on an Arm PC wait for the upgrade to be offered through Windows Update instead. On the problem PC, open File Explorer from inside the existing Windows installation. Select This PC.
Under Devices and drives, right-click the Windows 11 installation media. Select Install or run program from your media, then step through Windows 11 Setup. At Ready to install, keep Keep personal files and apps.
