Check your Minecraft edition first

Open Minecraft Launcher, go to Installations, open the Forge installation folder with the folder icon, create or open the mods folder, and paste compatible .jar mod files there.

For NeoForge, close Minecraft Launcher before installing.
Install the Java version that NeoForge build and its Minecraft version require, then download the installer .jar from NeoForged, run it, choose Install client, click Proceed, then open Minecraft Launcher and create a new installation using the desired NeoForge version.
Use a separate game directory for that NeoForge installation, boot it once, then place mod files in the mods folder generated for that directory.
Install modpacks with an app
Modpack apps save time when you want a full Java Edition pack instead of assembling individual .jar files. CurseForge App, Modrinth App, Prism Launcher, GDLauncher, ATLauncher, FTB App, Technic Launcher, and MultiMC all provide desktop modpack or instance workflows.
In CurseForge App, browse Minecraft modpacks, filter by modloader or game version, select a pack, click Install, then open it from My Modpacks.
For individual mods in CurseForge, use Install, then choose Create a new profile or Select a profile. Incompatible profiles cannot be selected when the Minecraft version or modloader differs.
