You tap a clip in Photos, and instead of playing it your iPhone shows "Unable to Load Video." When the full video is stored in iCloud Photos, the phone has to download it before it can play. The fixes below get that download working, starting with the quickest checks.
Check the iCloud Photos sync status first
This rules out a paused sync, and Photos tells you directly if that's the problem.
Open Photos, tap Collections, then tap your profile button.
Read the library status message.
If a Sync Now button appears, tap it.
If the status says Low Battery, charge the iPhone above 20% before you try the video again.
If you see a cooling warning, let the phone cool down, then retry.
After a migration or restore, plug the iPhone into a charger, connect to Wi-Fi, and leave it syncing overnight.
Apple says not to turn off iCloud or iCloud Photos while you troubleshoot, so leave that switch on.
When Low Power Mode is holding things up
Low Power Mode temporarily pauses iCloud Photos, which can keep a video stored in iCloud from downloading to the phone.
On iPhone 15 and later, go to Settings > Battery > Power Mode and turn Low Power Mode off. On iPhone 14 and earlier, go to Settings > Battery and switch Low Power Mode off.
You can also tap the Low Power Mode battery control in Control Center, or say "Hey Siri, turn off Low Power Mode." Then open the video again.
Get your connection working again
The video has to download from iCloud, so work through these connection fixes in order.
Go to Settings > Wi-Fi, tap the Info button next to your network, and turn off Low Data Mode.
On cellular, go to Settings > Cellular > Cellular Data Options and turn off Low Data Mode. If you see Data Mode there instead, open it and pick anything other than Low Data Mode. With Dual SIM, go to Settings > Cellular, tap the number you use for data, and turn off Low Data Mode.
In Settings > Cellular, make sure Cellular Data is on and Photos is allowed in the app list.
Confirm Airplane Mode is off, then join a different Wi-Fi network if you can.
Unplug your router and modem, plug them back in, and try the router's other frequency band.
Pause any VPN, firewall or filtering app and test again.
If nothing helps, use Settings > General > Transfer or Reset iPhone > Reset > Reset Network Settings. This resets all Wi-Fi networks and passwords, cellular settings, and VPN and APN settings. On a school or work network, check with IT before you reset.
Download full-resolution originals
With optimized storage, the original video stays in iCloud and needs a working connection to load. Keeping originals on the phone removes that dependency.
Open Settings and tap your name.
Go to iCloud > Photos.
On iOS 27, tap iPhone Storage and choose Download and Keep Originals.
Make sure you have enough free space and time before switching, because every full-size original downloads to the phone.
Storage running out on the phone or in iCloud
If local space is tight, go to Settings > General > iPhone Storage. Pick an unused app and tap Offload App to keep its documents, or Delete App to remove everything.
A full iCloud account can pause syncing. Open Settings, tap your name, then check iCloud > Recommended for You or Storage > Backups for old backups. Deletions in iCloud can reach your other devices, so save anything you want first.
On iOS 27, existing subscribers tap iCloud and use Manage Plan under iCloud+ Features. New subscribers go to iCloud > Storage (or Almost Full) > Get More Storage. If Photos shows Move Photos to Personal Library to Continue Syncing, follow it or ask the Shared Library owner to free up space.
Restart and update the iPhone
If the video still won't load, restart the phone and then update iOS.
- 1.Open the app switcher: on a Face ID iPhone, swipe up from the bottom edge and pause; on a Home button model, double-click the Home button. Swipe Photos away, then reopen it.
- 2.On a Face ID iPhone, hold the side button and either volume button. On a Home button model, hold the side button.
- 3.Drag the slider, wait 30 seconds, then hold the side button until the Apple logo appears.
- 4.If the phone is frozen, press and release Volume Up, then Volume Down, then hold the side button until the logo appears.
- 5.Back up, connect to power and Wi-Fi, then go to Settings > General > Software Update and tap Download and Install. Photos gets its updates through iOS.
Grab the video from iCloud.com instead
This gets a video stored in iCloud onto your device without the Photos app.
Sign in at iCloud.com/photos.
On an iPhone, tap Select and choose the video.
Tap More, then Download [number] Items, then Download.
On a Mac or PC, select the video and click the Download button.
If the file downloads but won't play, select it again and choose More > More Download Options > Most Compatible > Download to request an MP4 H.264 version where available.
On a Mac, you can also turn on Download Originals to this Mac under Photos > Settings > iCloud and open the video there.
Fix videos in other apps, Safari and work phones
These steps apply when a video fails in a third-party app, on a website, or on a managed iPhone rather than in Photos.
For a third-party player, update it in the App Store under your account picture and App Updates. Then check Settings > Privacy & Security > Photos so the app can reach your library. For an unusual format, find an App Store player that explicitly supports it.
For a website video, turn on JavaScript under Settings > Apps > Safari > Advanced, or tap Clear History and Website Data. With iCloud Private Relay, open the Page Menu on that site and tap Show IP Address.
On a work or school iPhone, ask your administrator to review restrictions on iCloud Photos and cellular data settings. If nothing here works, use Get suggestions on Apple's download support page to reach Apple.
Frequently Asked Questions
Should I sign out of iCloud or turn iCloud Photos off and on?
No. Apple says not to turn off iCloud or iCloud Photos while troubleshooting sync problems. Fix the connection, power or storage problem instead.
Will changing my Camera format fix videos I already recorded?
No. Settings > Camera > Formats > Most Compatible only affects future recordings. For existing clips, download them from iCloud.com using the Most Compatible option.
Does Reset All Settings delete my videos?
No. Photos, videos and apps stay on the phone, but networks and many preferences are reset. Apple calls it rarely necessary, and it isn't a repair for damaged media.
What if a video is stuck in the Unable to Upload album?
Open the video in Photos, tap Edit, make a small adjustment and tap Done. Then check the sync status again.
