When an Excel page break will not move, print where you placed it, or show up at all, the cause is a scaling, print area, page setup, or sheet protection setting. Excel positions automatic page breaks from the paper size, margin settings, scale options, and the positions of any manual breaks you insert, and Page Break Preview is where you see and adjust them. Start with the layout controls Excel uses for printing, then check the deeper blocks that stop page breaks from responding.

Start in Page Break Preview

Use this method when you need to place a new break or check whether Excel is using a manual break or an automatic one.

Select the worksheet.

Open View and select Page Break Preview.

You can also select the Page Break Preview button on the status bar.

For a horizontal page break, select the row underneath the row where you want the page to break.

For a vertical page break, select the column to the right of the column where you want the page to break.

Open Page Layout, choose Page Setup, select Breaks, and select Insert Page Break.

On Windows, right-click the selected row or column and select Insert Page Break.

Switch off Fit To scaling

Fit to scaling is the big setting to check when a manual page break does not land where you put it. Excel follows the selected print scaling, so a sheet forced onto a set number of pages will not treat manual breaks the same way as percentage scaling.

Open Page Layout, select the Page Setup dialog box launcher, and stay on the Page tab. Under Scaling, change Fit to to Adjust to, then enter the percentage you want.

You can also open File, choose Print, open Settings, and select No Scaling. On Mac, open Page Layout, choose Page Setup, select the Page tab, and avoid Fit To when manual page breaks need to hold their positions.

Move the break by dragging it

Open View and select Page Break Preview.

Rest the pointer on the page-break line until the pointer changes.

Drag the page-break line to the new row or column position.

Release it where you want the next printed page to begin.

Moving an automatic page break changes it to a manual page break, so use this when Excel needs to keep that exact break location.

Turn on drag and drop editing

This fixes page-break lines that do not move when you drag them.

Open File and select Options.

Select Advanced.

Under Editing options, turn on Enable fill handle and cell drag-and-drop.

Select OK.

Return to View and select Page Break Preview.

Drag the page-break line again.

Reset bad manual breaks

Old manual breaks make the print layout look wrong. To remove one horizontal break, open View, select Page Break Preview, then select the row below that page break.

To remove one vertical break, select the column to the right of the page break. Then open Page Layout, choose Page Setup, select Breaks, and select Remove Page Break.

To clear all manual breaks at once, select the worksheet, open View, select Page Break Preview, then open Page Layout, choose Page Setup, select Breaks, and select Reset All Page Breaks. On Windows, you can also right-click any cell and select Reset All Page Breaks.

Automatic page breaks cannot be deleted. Resetting all page breaks leaves only Excel's automatic page breaks.

Clear or reset the print area

A saved print area makes Excel calculate page breaks against that selected part of the worksheet.

Click anywhere on the worksheet, open Page Layout, choose Page Setup, select Print Area, and select Clear Print Area.

If you need to print a specific range, select those cells.

Open Page Layout, choose Page Setup, select Print Area, and select Set Print Area.

To add adjacent cells later, select the cells, open Page Layout, choose Page Setup, select Print Area, and select Add to Print Area.

On Mac, use File, Print Area, then Set Print Area or Clear Print Area.

If this method fails, switch Fit to scaling to Adjust to, because scaling still controls the printed page layout.

Check paper size and print layout settings

The most common cause after scaling is a mismatch between the worksheet layout and the print settings Excel is using.

Open Page Layout, go to Page Setup, select Orientation, then choose Landscape or Portrait.

Open Page Layout, choose Page Setup, select Size, and pick the paper size you plan to print on.

Use Page Layout, select Margins, then choose Custom Margins.

For columns and rows that throw off the page break, select the columns or rows, then use Home, Cells, Format, and choose AutoFit Column Width, Row Height, or AutoFit Row Height.

Open File and select Print, or press Ctrl+P, then choose the intended printer under Printer and review the preview before printing.

Use desktop Excel instead of Excel for the web

Excel for the web cannot add page breaks to a workbook. Use Open in Excel, then insert, move, remove, or reset page breaks in the desktop app.

If you only need a temporary printout from Excel for the web, select the range of cells, open File, choose Print, then select Print. In Print Options, choose Current Selection.

To print a whole sheet in the browser instead, open File, choose Print, select Print, then make sure Entire Workbook is selected. Excel for the web prints one worksheet at a time, so for a workbook with several worksheets, select each sheet tab and print that worksheet, or use desktop Excel to print them in one job.

If Open in Excel or Install apps is missing on a work or school account, ask the Microsoft 365 admin to assign a license that includes desktop apps and allow Microsoft 365 app installation.

Unlock the workbook and repair Excel only as a last step

This fixes missing or blocked commands when protection, Protected View, page-break limits, or a broken Office installation is the real problem.

On Excel for Windows, open File, choose Info, select Protect, and choose Unprotect Sheet.

You can also open Review, choose Changes, and select Unprotect Sheet.

On Mac, select the protected sheet, open Review, and select Unprotect Sheet.

Enter the password and select OK when Excel asks for it.

In Excel for the web, open Review, choose Manage Protection, then turn off Protect sheet when you have permission.

If the workbook opens in Protected View and you trust the sender and file content, select Enable Editing or Edit Anyway.

If the file seems suspicious, close it and delete it.

If a very large worksheet stops accepting page breaks, reduce the number of breaks with Reset All Page Breaks, clear unnecessary print areas, or simplify the worksheet layout. Excel supports up to 1,026 horizontal and vertical page breaks.

If Excel's interface is malfunctioning in general on Windows, repair Microsoft 365 or Office from Start, Installed apps, your Microsoft 365 or Office product, Modify, then Quick Repair or Online Repair. Those two options appear for Click-to-Run installations. If you have an MSI-based Office install, the Change your installation window opens instead, so select Repair and then Continue.
