Start with the controls that set the indent directly, then clean up the formatting that keeps overriding it. Remove tab stops and pasted formatting

Tab stops make a hanging indent look broken even when the paragraph setting is correct. Go to View, then Normal, go to View, then Ruler, click the paragraph, and drag any unwanted tab stop down off the ruler.
