Excel Freeze Panes not working leaves headers moving, the wrong columns locked, or the freeze command unavailable. Start with the freeze point, then fix the view, file, and worksheet settings that block the command.
These fixes follow current Microsoft guidance for Excel desktop, Mac, iPad, and iPhone.
Pick The Right Cell First
Freeze Panes locks the rows above and the columns to the left of the active cell. Select the cell below the rows and to the right of the columns you want to keep visible.
Open View, choose Freeze Panes, then choose Freeze Panes again. To keep row 1 and column A visible, select B2 first.
To freeze the first two columns, select the third column. Then use View > Freeze Panes > Freeze Panes.
Reset A Bad Freeze
Use this when Freeze Panes works, but Excel locks the wrong rows or columns. Excel keeps the previous freeze until you remove it.
Select View > Freeze Panes > Unfreeze Panes.
Click the correct cell below the rows and to the right of the columns you want to keep visible.
Return to View > Freeze Panes > Freeze Panes.
Switch Back To Normal View
The most common cause of a grayed-out Freeze Panes command is Page Layout view, because Page Layout view is not compatible with Freeze Panes.
Select View > Normal.
Select the freeze point again.
Choose View > Freeze Panes > Freeze Panes.
Use The Mac And Mobile Controls
On Excel for Mac, the freeze controls sit on View. Choose View > Freeze Top Row for only the top row, or View > Freeze First Column for only the first column.
To lock the top row and first column together on Mac, select B2 and choose View > Freeze Panes. For several rows or columns, select the row below the last row or the column to the right of the last column, then choose View > Freeze Panes.
On iPad, tap View > Freeze Panes and choose the option you need. For several rows, select the row below the last row first; for several columns starting with column A, select the column to the right of the last column first.
On iPhone, tap ... to bring up the ribbon, tap Home > View, scroll down, then tap Freeze Panes. To undo it, tap View > Freeze Panes and clear the selected options.
Leave Protected View
This fixes Freeze Panes when the workbook opens behind a Protected View message bar.
On a yellow message bar, select Enable Editing.
On a red message bar, select File > Edit Anyway when you trust the file.
After editing is enabled, select View > Freeze Panes.
On a work or school device where Protected View stays locked, contact your Microsoft 365 administrator.
Turn Off Scroll Lock
Use this when the arrow keys scroll the worksheet instead of moving the active cell. That points to Scroll Lock, not Freeze Panes.
Press the ScrLk key on your keyboard.
On a keyboard without that key, open the Windows On-Screen Keyboard.
Turn off ScrLk there.
Unhide The First Row Or Column
A hidden first row or first column makes a correct freeze look wrong, especially when row 1 or column A is missing from the sheet.
Click the Name Box next to the formula bar, type A1, and press Enter. You can also use Home > Find & Select > Go To, type A1, and select OK.
Open Home > Format, then under Visibility choose Hide & Unhide > Unhide Rows or Unhide Columns.
You can also right-click column B and choose Unhide Columns, or right-click row 2 and choose Unhide Rows.
Choose Split Or Print Titles
Select the cell below the row where you want the split, or select the column to the right of where you want the split.
Choose View > Window > Split.
To remove a split pane that looks like a broken freeze, choose View > Window > Split again.
For printed headers, select the worksheet and choose Page Layout > Print Titles.
On the Sheet tab, enter the rows in Rows to repeat at top or the columns in Columns to repeat at left.
Use Freeze Panes for on-screen scrolling, Split for separate worksheet areas, and Print Titles for repeated printed headers.
Test Safe Mode And Update Excel
The most common cause to test at this stage is Excel startup interference from an add-in or startup file.
On Windows, press and hold Ctrl and double-click the Excel shortcut.
Select Yes to open Excel in Safe Mode.
You can also press Windows logo key + R, type excel /safe, and select OK.
If Freeze Panes works in Safe Mode, use Excel safe-mode troubleshooting to disable COM add-ins and Excel add-ins.
Test Excel normally.
Update Excel on Windows from File > Account > Update Options > Update Now.
If Update Now is missing, choose Enable Updates first.
On Mac, choose Help > Check for Updates, then use Microsoft AutoUpdate to choose Update or Update All.
Restart Excel after the update finishes.
If Excel still behaves incorrectly on Windows, run the Office repair tool and choose Online Repair > Repair for a Click-to-Run install.
