A flat PDF looks finished until someone needs to type into it, check a box, choose from a dropdown, or sign in the right place. The fix is to use a tool that creates real interactive PDF fields, not a viewer that only adds flat text or signatures. Start with the method that matches the file you already have, then test every field before you send the form out.

1. Pick the PDF form tool that fits the job

Use Adobe Acrobat Standard or Adobe Acrobat Pro for the most direct desktop workflow from an existing PDF, a scanned paper form, or a blank page. Use LibreOffice when you want a no-cost desktop method that exports form controls as a PDF form. Use Foxit PDF Editor or Nitro PDF Pro when one of those paid Acrobat alternatives is already your PDF editor.

Use PDFescape Online, Sejda, or Jotform when you want to build the form in a browser. Skip Acrobat Reader, Apple Preview, Chrome, Google Drive, Chromebook Gallery, Microsoft Word alone, and Microsoft Forms for Acrobat-style interactive PDF field creation.

2. Convert an existing PDF or scan in Acrobat

Open Adobe Acrobat Standard or Adobe Acrobat Pro, then choose All tools > Prepare a form > Select a file or Scan a document > Create form. Acrobat detects fields, and you review the result by deleting, resizing, rearranging, or adding fields from Add form components. Select Preview to test the form, then save it. Acrobat Reader fills and signs PDFs, but interactive field creation requires Acrobat Standard or Pro.

3. Build a blank fillable PDF in Acrobat

This fixes the blank-page case where no form layout exists yet. On Windows, open Acrobat and choose Menu > Prepare a form. On macOS, open Acrobat and choose File > Prepare a form.

Select Start from blank page, then select This document requires signatures when the form needs signatures. After that, select Create form.

Add regular page text with Text under Add content. Add interactive fields such as Image Field, Checkbox, or Radio button under Add form components. Select Preview, test the fields, then save the PDF.

4. Export a free fillable PDF from LibreOffice

Open or create your document in LibreOffice Writer, Draw, Calc, or Impress. Then choose View > Toolbars > Form Controls.

Choose a control such as Text Box, Check Box, Option Button, List Box, Combo Box, Date Field, or Push Button. Click and drag in the document to place the control. Right-click the control, open Control Properties, and configure the field.

Choose File > Export As > Export as PDF. On the General tab, select Create PDF form. Choose a submit format such as FDF, PDF, HTML, or XML when the form needs one, then select Export. Get LibreOffice from the official Download page before installing it.

5. Add or detect fields in Foxit PDF Editor

This fixes a PDF that has visible blanks, lines, or boxes but no real fillable fields. Open the PDF in Foxit PDF Editor. Choose Form > Run Form Field Recognition to let Foxit detect fields.

Review the highlighted fields, then right-click any field you need to edit or delete. To add fields yourself, open the Form tab and choose Text Field, Check Box, Radio Button, Combo Box, List Box, Push Button, Signature Field, Image Field, Date Field, or Barcode Field.

Drag an area where the field should appear. Afterward, edit the field properties, then choose File > Save As.

6. Design the layout in Word and finish in Foxit

In Microsoft Word, choose File > New. Create the visible layout of the form. Then type underscores where people should enter information.

Save the document as a PDF. Open that PDF in Foxit PDF Editor. Choose Form > Run Form Field Recognition.

Validate the detected fields, add any missing fields, then choose File > Save As. Word supplies the static layout here; Foxit creates the fillable PDF fields.

7. Create fields in Nitro PDF Pro

On Windows, open the PDF in Nitro PDF Pro, select the Forms tab, choose a field type from the Form Fields group, drag on the page, release the mouse button, then double-click the field to configure its properties. On Windows, choose File menu button > Preferences > Forms to set form preferences such as automatic field calculations, form-field highlighting, and what double-clicking a form field opens.

On Mac, open a PDF form with static fields, then choose Edit > Create Form Fields and select OK in the automatic form-field dialog. On Mac, add fields manually by clicking the down arrow next to the Form button in the toolbar, choosing the form element, clicking in the PDF, and using Inspector > Form Element Properties to configure it.

On Mac, Nitro highlights the fields it creates in gray automatically, so you can see straight away where they landed. View > Highlight Form Fields is the toggle that turns that highlighting off and back on.

8. Make a fillable PDF online

This fixes the no-install case where a browser form builder is the fastest route. In PDFescape Online, choose Create New PDF Document to start a new file, or Upload PDF to PDFescape to open an existing form. Select Form Field, choose the field type, click where it belongs, open the properties icon, set options such as Max Length, Alignment, or Rotation, select OK, then save.

In Sejda, choose Upload PDF file, select Dropbox, Google Drive, OneDrive, Web Address, or start with a blank document. Add fields such as Text Field, Textarea, Radio, Checkbox, Dropdown, or Signature box, then select Apply changes and save the updated document.

In Jotform, log in, open PDF Editor, select New PDF Form, add form fields, open Settings for notifications, autoresponders, title, status, or integrations, select Publish, then download, share, or embed the form. To convert an existing PDF in Jotform, open Smart PDF Editor, upload or drag in the PDF, let it detect fields, customize the form, select Publish, then share it by link, email, QR code, or social media.

9. Avoid tools that only fill or flatten PDFs

Adobe Acrobat Reader and Acrobat Fill & Sign can fill existing forms, add text, add checkmarks, add initials, add signatures, and save, but they do not create true interactive form fields. Apple Preview on Mac, iPhone, and iPad can fill and sign existing PDF forms and add text boxes, but Apple documents filling and signing rather than authoring interactive PDF fields.

Google Chrome PDF viewer, Google Drive on Android, and Chromebook Gallery can fill, sign, annotate, or add text to existing PDFs, but Google does not document them as tools for creating PDF form fields. Microsoft Word can create a fillable Word form and export a static PDF, but Microsoft does not document Word as creating Acrobat-style fillable PDF fields.

Microsoft Forms creates web forms and can convert a Word or PDF survey into a Microsoft Forms web form, not a fillable PDF file. On a work or school device, use the PDF editor your organization provides or ask IT which approved tool creates fillable PDF fields.
