Steam Family setup now runs through Steam’s current Family Management tools, not the old shared-computer authorization flow. That matters because older instructions can send you into menus Steam no longer uses for new family setup. Create Your Steam Family From Account Details
Sign in to Steam in a web browser or through the Steam Store surface.
