I've found that in most cases, this is a temporary software hiccup you can resolve yourself without losing any photos or messages.

Perform a Force Restart

This is almost always the first thing to try. Press and hold the Volume Down button and the Power button at the same time. Keep holding them for about 10 seconds until you feel the device vibrate and see the OnePlus logo appear on the screen. This forces a clean reboot and doesn't delete any of your personal data.

Charge the Phone

If your battery was critically low, the phone might seem frozen when it's actually just out of power.
