Start with a Force Restart

Turn On MMS Messaging

Erase All Content and Settings (Last Resort)
If none of the above works, a full erase can clear deep‑seated configuration issues. This will delete all data, so back up to iCloud or a computer first. Go to Settings > General > Transfer or Reset iPad > Erase All Content and Settings. After the iPad restarts, set it up as new and test MMS before restoring from backup.
