The “Windows cannot find the Microsoft software license terms” error stops Windows Setup before you can finish installing. Start with fresh installation files, then check the settings that apply to your PC or virtual machine. These Windows 11 steps cover rebuilding the installer, correcting VM setup, and reinstalling when your existing Windows installation still works.

Recreate the Windows installation USB

For a Windows 11 x64 PC, start with Microsoft's original files and a blank USB drive of at least 8 GB.

  3. 3.Run MediaCreationTool.exe as administrator.

  6. 6.Open the manufacturer's boot menu and choose the USB. Microsoft lists F2, F12, Delete, and Esc as example keys; use the key specified for your computer. Restore the normal internal-drive boot order after installation.

Check an ISO before using it again

If you downloaded an ISO for a VM or manually prepared installation media, check that file before retrying. Microsoft's SHA-256 comparison checks the ISO, not the USB subsequently created from it.

Expand Verify your download on Microsoft's Windows 11 download page to find the hash for your exact download and language.

Open PowerShell.

Run Get-FileHash "C:\path\Windows11.iso" -Algorithm SHA256, replacing the example path with your ISO's location.

Compare the result with Microsoft's value.

If the values differ, download a fresh ISO before recreating the installation media or attaching it to your VM.

For a compatible Arm PC or Arm VM, download the ISO from Microsoft's Windows 11 Arm64 page. The x64 Media Creation Tool does not create Arm64 media.

Follow the Arm64 page's device-specific guidance before making bootable media, including manufacturer drivers where required.

Give a Windows 11 VM enough startup memory

A Windows 11 VM needs at least 4 GB of RAM, two virtual processors, and 64 GB of disk space. Leave additional physical memory available for the host computer.

For Hyper-V, shut down the VM.

In Hyper-V Manager, open the VM's Settings > Memory.

Set its startup allocation to at least 4096 MB. Installation uses startup memory, so increasing only the dynamic maximum does not give Setup more memory.

Check that the Hyper-V VM is generation 2 with Secure Boot and virtual TPM enabled. These are Windows 11 prerequisites, not a promise that changing Secure Boot alone resolves this error. A generation 1 VM cannot be upgraded in place to Windows 11.

For an existing VirtualBox 7.2 VM, power it off.

Open Settings > System > Motherboard.

Set Base Memory to at least 4096 MB. This setting is also available during VM creation.

Restart installation after adjusting the allocation.

If Setup still fails with sufficient memory and the required hardware settings, try an interactive installation without unattended setup configuration, as described next.

Remove unintended automated setup input

This check applies to VirtualBox unattended installations and customized Windows USBs. Windows Setup automatically searches for answer files; an interactive installation is a troubleshooting test for unwanted setup instructions. In VirtualBox 7.2, select Home > New to begin creating a VM.

Choose your Windows ISO. Deselect Install OS Using Unattended Installation. Complete the hardware configuration and create the VM.

Start the VM and perform Windows Setup interactively; VirtualBox keeps the ISO attached. For a physical PC, disconnect additional removable media carrying Autounattend.xml before retrying with fresh, unmodified installation media. For a customized USB, move an unintended Autounattend.xml out of its root folder before restarting Setup.

Do not indiscriminately delete files from Windows\Panther. If you also customized EI.cfg or PID.txt, return to Microsoft's original installation media. Those files control edition and product-key input, and blindly adding an OEM EI.cfg is not a universal license-terms fix.

Try a DVD as an alternative installation source

Download a fresh Windows 11 x64 ISO from Microsoft. This route requires a compatible DVD drive and a PC that supports booting from optical media.

Insert a blank DVD large enough for the image. Microsoft recommends a dual-layer DVD when ordinary DVD capacity is insufficient.

In File Explorer, right-click the ISO and select Burn disc image. If that command is missing, the ISO is opened by another app: right-click the ISO, select Properties, and on the General tab select Change next to Opens with, choose Windows Explorer, then select Apply. Microsoft notes this is what makes Burn disc image appear on the right-click menu.

Restart the target computer with the completed DVD inserted.

Select the DVD drive through the manufacturer's boot menu. Switching installation sources does not guarantee that the license-terms error will clear.

Restore the normal internal-drive boot order after installation.

If the same message returns, use the reinstall options below when Windows still starts; for a VM, use the memory and unattended-install checks above.

Reinstall from within working Windows

When your existing Windows installation still starts, fresh installation media provides another route to a compatible Windows 11 reinstall. This bypasses the original installation attempt without repairing the defective USB.

Back up important files before starting.

Open the fresh installation media in File Explorer.

Run setup.exe.

Approve the elevation prompt.

Select Change what to keep.

Choose Keep personal files and apps. Use this route to retain your apps and files only when Setup offers that option.

Select Next.

Select Install.

During a reinstall on a previously licensed device, select I don't have a product key if prompted, but only when that device's digital license is linked to your Microsoft account. If you have no product key and the license is not linked to your account, Microsoft's instruction is to close the Setup window, link the digital license to your Microsoft account, and reinstall after that.

Choose the same Windows edition previously licensed. An embedded firmware key lets Setup skip these screens automatically where applicable. Matching the edition avoids a licensing mismatch; it does not restore missing installer files.

If the reinstall fails, try Cloud download through Reset PC when Windows recovery is functional.

Use Cloud download for an existing installation

Windows 11's reset option downloads replacement Windows files without using the failing USB. It requires functional recovery and cannot install Windows on an empty new PC.

Back up your files.

Obtain your BitLocker recovery key if encryption is enabled.

Open Settings > System > Recovery > Reset PC.

Choose Keep my files to preserve personal files, or Remove everything to remove them. Keep my files still removes installed apps and resets settings.

Select Cloud download.

Review your choices.

Complete the reset.

Can I use the Windows 11 Installation Assistant on an empty PC?

No. The Installation Assistant requires a working, compatible Windows installation. Use installation media or an ISO for a new installation or virtual machine.

What if install.wim is too large to copy to a FAT32 USB?

FAT32 has a 4 GB file limit. When manually preparing installation media, use DISM's /Split-Image command to split install.wim into smaller .swm files, then put every resulting install*.swm file together in the USB's Sources folder alongside the remaining installation files. Ordinary Media Creation Tool USB creation does not require this manual step.

Why is Windows Setup ignoring my EI.cfg or PID.txt changes?

An answer file overrides both files. For a customized deployment, inspect explicitly supplied answer files and Windows Setup's automatic answer-file search order before changing edition or product-key configuration again.
