Solutions for Galaxy Note cannot make outgoing calls
Step 1: If your Galaxy Note 2 cannot make outgoing calls, then the first step you should take is restart your phone and see if the issue is solved. By restarting your phone will re-establish its connection to the network.
Step 2: If still the problem is there, take out the SIM card and put it on another phone. Then try making calls from there, if still the problem occurs, then the problem is most likely related to network or carrier. In such situation you need to contact with your carrier.
Step 3: But if there is no problem with outgoing calls when the SIM is used in another phone, then the issue is with your Galaxy Note 2. You need to boot your phone into Safe mode to check if any third-party app is creating the problem.
> Press the Power button to turn off your Galaxy Note 2. A list will appear on the screen. Choose Power Off, then OK.
> When the phone shuts down successfully, press the power button again but along with Volume Down button and keep holding both the buttons.
> Leave the Power button when Samsung Galaxy Note II logo appears on screen.
> Release the Volume Down button when you see a message that your phone is now in Safe mode. Hit the Ok button.
If the issue does not exist in Safe mode, then any third-party app is the reason. So find out that and uninstall.
Step 4: Also verify if call barring is on. If it remains on, you might not be able to call. Check the Settings going to phone dialer.
Step 5: If still your Galaxy Note 2 cannot make outgoing calls, then conduct factory reset after taking backup your phone important data.
