Gmail does not use true folders; it uses labels, and deleting a label removes that label from messages without deleting the messages. Start with the Gmail sidebar
The most common cause of confusion is that Gmail calls folders labels, so the delete option appears as Remove label. Open Gmail in a desktop browser and find the label on the left side of the page. Hover over the label name and open More. Choose Remove label.

Why Inbox, Sent, Trash, and Spam will not delete
The most common reason the delete option is missing is that you are trying to remove a built-in Gmail label instead of one you created.
Inbox, Sent, Drafts, Spam, Trash, and Gmail category labels are not normal user-created labels. Gmail does not delete them through the custom label controls.
On Gmail for web, you can hide labels that Gmail lets you hide. Open Settings, choose See all settings, open Labels, then use Show or Hide.
Check what happens to your emails
Delete only labels you no longer need. Remove the label from the Gmail sidebar, Labels settings, or the Gmail mobile app. Return to your mail view after the label disappears.

For managed Workspace mailbox cleanup, a super admin uses Google Admin console, opens Security, goes to Access and data control, opens API controls, and chooses Manage Domain Wide Delegation.
The admin chooses Add new, enters the Client ID, adds a Gmail label scope such as https://www.googleapis.com/auth/gmail.labels, and authorizes the client.
The delegated app then impersonates the target user and calls the Gmail API users.labels.delete method for the user-created label.
Manage labels with IMAP or automation
Over IMAP, Gmail shows labels as folders and accepts the standard CREATE, RENAME, and DELETE folder commands for custom labels. An IMAP mail app that sends the folder DELETE command can delete a user-created Gmail label.
