Windows 11 can stop at the network screen before you ever reach the desktop. On current consumer setup, Windows 11 Home and Windows 11 Pro for personal use require internet access and a Microsoft account during initial setup. The fix is to use an official offline path when Windows shows one, get the PC online long enough to finish setup, or prepare the install before you start.

Use the offline setup path when Windows offers it

If Windows shows the local-account route during setup, use it directly.

Get past a missing Wi-Fi screen

A missing network list usually points to connection trouble, not a setup screen you need to defeat. Restart the router, confirm that the router is broadcasting its SSID, turn on the laptop’s physical Wi-Fi switch if it has one, move closer to the router, or try another band or network.

If Wi-Fi still does not appear, use a temporary connection. Plug in Ethernet, connect a USB-to-Ethernet adapter, use cellular on a PC with SIM or eSIM, or connect through a phone hotspot.

If the adapter driver is missing, download the Wi-Fi driver from the PC maker on another device. Unzip it, copy the whole extracted driver folder to a USB drive with the .inf file in the root of the drive and not in a subfolder, plug that drive into the setup PC, press Shift + F10, run diskpart, then run list volume and note the USB drive letter shown in the Ltr column. Press Shift + F10 again to open a second Command Prompt outside DiskPart, then run pnputil /add-driver with your own drive letter in place of the example, such as pnputil /add-driver D:\*.inf. Run pnputil /scan-devices if Windows still does not show the adapter.

If this method fails, use temporary Ethernet, USB-to-Ethernet, cellular, or hotspot access to complete setup, then switch to a local account afterward.

Replace old bypass commands with current options

The most common cause of bad advice is an older Windows 11 setup flow that no longer matches current consumer setup.

Do not use OOBE\BYPASSNRO, the manual BypassNRO registry value, start ms-cxh:localonly, fake Microsoft account emails, Task Manager network-flow tricks, or old Domain join instead and Offline account links as dependable current fixes.

Use one of the current paths instead. Connect temporarily and switch to a local account after setup, fix the missing network connection, use the built-in offline route only when Windows shows it, or prepare installation media before a clean install.

Create Windows 11 USB media with a local account option

Rufus can prepare customized Windows 11 USB media with a local-account option, but it is not a Microsoft-supported setup path.

  2. 2.Select the Windows 11 ISO and USB drive in Rufus.
  3. 3.When Rufus shows User Experience options, select Create a local account with username.
  4. 4.Enter the local account name.
  5. 5.Select Remove requirement for an online Microsoft account if Rufus offers it, then install Windows from that USB.

Refresh your installer with official Windows 11 media

This fixes bad or outdated installer media; it does not bypass network setup by itself.

Choose Installation Assistant, Create Windows 11 Installation Media, or Download Windows 11 Disk Image (ISO) for x64 devices.

Choose the work or school setup path

Organization-owned and BYOD PCs use a different setup flow. On Windows 11 Pro, Enterprise, and Education, choose Set up for work or school when Windows asks How would you like to set up this device?

On Let’s set things up for your work or school, enter your organization credentials or passkey. Windows can then continue through Microsoft Entra join and device enrollment when your organization requires it.

Windows Home does not support Microsoft Entra join. This path requires internet access; it skips personal Microsoft account setup, not network setup itself.
