  1. I couldn’t complete the first method because wifi is not coming on, and hotspot will not download without a wifi connection.

  2. If you have McAfee Security installed on your phone, uninstall! Only thing that worked! I tried everything on several different websites until I came across this one website where it said to uninstall it! IT WORKED!!!
