Try to boot the phone in safe mode
If normal booting is not happening, then try to boot the phone in safe mode. Follow the instruction to do so.
> First turn off your phone and turn it on again.
> Tap the Menu Key constantly after pressing the power button.
> You will observe the option Boot in safe mode in the left bottom corner. Select it to boot your phone in safe mode.
If the booting is done successfully that refers there are no issues related to software and hardware. The problem Galaxy S4 won’t boot and keeps flashing its logo is occurring due to some apps. You need to recognize the recently installed app and uninstall them by the following process.
> Go to settings from the Menu key.
> Press ‘More’ and select Application Manager.
> Now choose ‘All’ by swiping to the left.

> First turn off the phone.
> Now press the Power, Home and Volume up buttons all together and hold them until the screen flashes.
> When you see the Recovery mode press the up and Down button to find the options.
> Select Factory reset or wipe data.
> Let all the data to be removed.
> Select the Reboot system now to find out if the rebooting is happening now.
