This problem will be solved by an update, so you can check the updates often by going to Settings > About Tablet > System updates on Nexus 7 and also make sure that all the apps on your Nexus 7 are up to date in Play Store by going to Settings > My apps > Update all.

3. You can try to exchange the device at the retailer if you think that it’s a hardware problem, but it does not seem likely.
